The Soviet state built its ideological foundation on atheism. According to it, religion should lose its place in social life, even disappear altogether. To this end, the political system created a kind of "soft hand" - a special commission to monitor the religious background.

Islam and liberalism both seek to liberate man, but they interpret the source and goals of freedom differently: in Islam, freedom is a spiritual and internal state, and true freedom is achieved only when a person is connected to absolute truth. In liberalism, freedom is an external independence, which arises when a person strives to be free from any external influence.

The Religious Committee of Muslims of Russia is developing a strategic plan for the development of Islamic education in the country. The project covers the period until 2037.
