The purpose of this law, called "No Footprint for Terrorists," is to ensure that American taxpayer money is not used to directly, indirectly, or through third parties to fund the Afghan government. The text of the law also includes a sharp statement: "If you are funding the Taliban, then you are not a friend of the United States."
