Tashkent, January 31 - Deputies of the Legislative Chamber of the Oliy Majlis have developed and adopted in the first reading the draft "Concept of state policy in the religious sphere and ensuring freedom of conscience of citizens in the Republic of Uzbekistan." The document will be submitted for public discussion.

Purpose and objectives of the concept

The concept aims to ensure freedom of conscience for citizens, create an atmosphere of harmony and respect between representatives of different religions, and strengthen religious tolerance and secularism.

The document identifies 10 key tasks of state policy. Among them are the following:

Ensuring equality of citizens and preventing discrimination based on religion.

Protect freedom of conscience and take measures against forced indoctrination of religious views.

Ensuring that the state adheres to the principles of secularism and that religion does not interfere in state affairs.

Combating extremism and radicalization, eliminating religious threats.

To promote the development of religious and secular education, and the use of scientific and cultural achievements.


Directions of state policy in the religious sphere

The concept is implemented based on three priority areas:

1. Protecting freedom of conscience and strengthening interfaith relations.


2. Development of religious studies and religious research.


3. Strengthening the fight against extremism and terrorism.



Opinion of deputies

Jahongir Shirinov, the head of the parliamentary group that developed the bill, stressed that the concept is important for ensuring social stability and increasing religious literacy.

MP Alisher Kadyrov stated that some interpretations and comments in the document need to be clarified, and said that these shortcomings could be corrected during the second reading.

Will be put up for public discussion
